EPR targets for battery producers are outlined in Schedule II of the rules and vary based on the type of battery. The collection and recycling targets are structured progressively, starting at 35 percent of the quantity of batteries introduced in the market, and increasing in phases. An important amendment came through the Battery Waste Management (Second Amendment) Rules, 2024 notified on June 20, 2024, which introduced minimum recycled content requirements. From FY 2027-28 onwards, batteries must contain specified percentages of recycled materials by total dry weight, with targets increasing each year until 2030-31. This creates a dual obligation for producers: not only must they ensure collection and recycling of used batteries, but they must also incorporate recycled materials in their new products, truly closing the loop in the circular economy.
