
EPR certificates and retreading certificates serve as the compliance instruments in the tyre waste ecosystem. Recyclers generate EPR certificates based on the final products they create from waste tyres, which include reclaimed rubber, crumb rubber, crumb rubber modified bitumen, recovered carbon black (which can be used in new tyre manufacturing), and pyrolysis oil or char (exclusively used as fuel). Retreaders generate separate retreading certificates for waste tyres they restore to functional condition. These certificates are available in denominations ranging from 0.1 tonne to 1000 tonnes, providing flexibility for both small and large-scale transactions. The validity period for tyre EPR certificates is two years from the end of the financial year in which they were generated.
The EPR targets for tyre producers have been structured in a phased manner to allow businesses time to develop collection and recycling infrastructure. The targets began at 35 percent of the quantity of tyres manufactured or imported in FY 2020-21, measured against production in FY 2022-23. This increased to 70 percent for 2023-24, and from FY 2024-25 onwards, producers must achieve 100 percent of the tyres they produced or imported in the previous year.
